Publications by Prof. Dipl. Ing. Dr. Günter Hillebrand:
The provided list of publications can be divided into four main groups of themes:
- Research management and research organization
- Marketing orientation of research institutions
- The economic impact of research investments
- Benchmark analyses for strategic decisions
Theme 1: "Research management and research organization"
This group of themes mainly includes commissions for third parties or results of works in the framework of a project team.
Some examples:
The study “Technology parks, founding centres, science parks“, 1985, which was carried out at an early period of the emergence of such institutions;
A further example is the study “The willingness of young entrepreneurs to cooperate with scientific institutions“, which was also carried out in commission and together with co-authors.
Further publications are included in „Strategic alliances and networks for the cooperation of research institutions“, lecture at the ISC-Forum in Neuchâtel, 1994, and Den Haag, 1996.
The lectures on „Innovation management“ at the University of Applied Sciences Eisenstadt from 1997 and „Change management“ at the University of Applied Sciences Eisenstadt from 2000 also belong in this group.
Further commissions were EU Programme Evaluations (1991), the Austrian Federal Railway Reorganization within the framework of a large reorganization team (1993), a concept for the large international research project EURO-CRYST (1994), the result of a project teamwork on quality assurance for secondary schools, the commission “EU topics of importance for the Austrian Federal Railway” (1996), the accompanying investigation for „help-gv“ on behalf of the Austrian Federal Ministry of Finances (1999) and an integration concept “Austrian Library Association”, also commissioned in 1999.
Theme 2: “Marketing orientation of research institutions”
These publications refer directly to the marketing and acceptance behaviour in research institutions and are partly based on works commissioned by the responsible Ministry.
Some examples:
“HighTech Marketing“, a commission on high tech and the middle class titled “Information and marketing behaviour of small and medium enterprises“ (1988) as well as the presentation of the results of this study on the occasion of a Swiss IHB-colloquium (1989).
In this context we would also like to mention the topic “Solving acceptance problems as a comprehensive communications task in knowledge transfer“, in connection with research marketing’s role on the example of Seibersdorf (1998).
The publication “Marketing for science“ was presented on the occasion of a lecture in the responsible Ministry in 1990.
After producing a Seibersdorf-specific marketing concept together with co-authors this concept was presented on the occasion of numerous lectures, in particular at the ISC-Forum in the working group “Marketing for Research and Development“.
Examples for such publications and lectures: Zurzach (1989), Karlsruhe (1990), University of Debrecen (1991), ISC-Forum Brussels (1991), Copenhagen (1991) and Visegrád (1994).
As shown in the publications on comparisons of research centres listed in theme group 4, comparable European research institutions were relative late-comers to the topic “Marketing for research and development“ so that the works listed could certainly serve as reference works for some applied research centres in Europe.
Theme 3: “The economic impact of research investments“
This group of themes mainly deals with considerations on cost/benefit ratios in connection with research investments made; in particular, internationally accessible methods of research evaluation were examined and compared with a view to the economic impact of invested research resources.
Some examples:
“Cost-/benefit considerations in connection with the quality management of research institutions“ (1994), “The commercial handling of research projects“ (1995), “The economic impact of research investments – an international comparison of evaluation studies“ (meta study, 1996), as well as numerous lectures on this topic, like e.g. Espoo Helsinki (1995), Heidelberg (1996), Berlin (1996), Brussels (1997).
Furthermore, on behalf of the Federal Authorities the contract and research promotion resources invested by the Authorities were investigated as to their exploitation effects and their economic viability. The results of this investigation carried out by GFF (Association for the Promotion of Research; Hillebrand, Blecha, Hochgerner) were published in book form (1998).
Theme 4: “Benchmark analyses for strategic decisions“
In this group of themes mainly European comparisons of applied research institutions but also of other organizations were carried out. These studies, beginning in 1988, included e.g. Seibersdorf, FHG/Germany, TNO/Netherlands, VTT/Finland etc., and enabled the positioning of the respective institution by using defined strategic parameters. For individual parameters like organizational structure, activity profiles, financial structures, market access etc. specific criteria were designed from which the strategic parameters mentioned could be derived. In all, four such large-scale studies were carried out from 1988 to 2001 comprising a total of 16 European research institutions. The available studies with their comprehensive surveys provide an abundance of information, best practice models and benchmarks of the various research institutions. The entirety of all these results gives a realistic picture of Europe’s applied research institutions and facilitates their own future positioning. Therefore, for many European research institutions these investigations served as a validation of their own strategic positioning.
Three more contractual works that were carried out according to the same methodology dealt with an investigation for Telekom Austria on the topic “Analysis of success potentials of the European Telecom Industry“, a benchmark comparison of marketing strategies (2001) as well as the “Analysis of innovation potentials of Central European countries“ (2001), which was carried out within the framework of Prof. Hillebrand’s function with GFF together with a project team. This study was also published in book form (2001). A new edition of the innovation potentials of the Balkan countries is being prepared in the framework of his function with GFF at the moment.
